DOGEstonia is a civic network where people can share what they notice in everyday life: problems, needs, ideas and opportunities. It helps reveal connections between similar stories and make shared needs visible.

It is not a social network or another inbox where messages disappear without a trace.

Anything that matters to life around you. For example:

• an unsafe place;
• a missing service;
• a problem in your neighbourhood;
• the needs of children, families or older people;
• an idea for your city or community;
• something that is not working well;
• something that could be improved.

Your story does not need to be big or dramatic. An important civic signal can begin with one simple observation.

DOGEstonia accepts stories based on your own experience: something that happened to you, affects you or reflects a real need in your life.

You may also share a situation involving a close family member when you are directly involved or responsible for their care. For example, a parent may describe a child's need, or a carer may explain a difficulty affecting their family.

The story should help identify a real problem, need, idea or opportunity to improve life around us.

DOGEstonia is not a place for discussing someone else's private life, spreading rumours, settling personal disputes or publicly accusing individuals.

Please describe the situation through your own experience:

• not “this person is bad,” but “this is what happened to me”;
• not “I heard that someone is doing something wrong,” but “this is a problem I personally experienced”;
• describe the event, its effect and what needs to change instead of judging the person.

If the problem can be explained without a person's name, photograph, address or other identifying details, do not include them. DOGEstonia is designed to make shared needs visible, not to expose individuals to public judgement.

Yes. Before acceptance, every story goes through an automated safety and quality check called the Gatekeeper.

It checks whether:

• the story is based on the author's own experience or that of a close family member;
• it contains a clear problem, need, observation or idea;
• it contains spam, advertising or meaningless text;
• it includes rumours, harassment, insults or accusations against other people;
• it reveals someone else's personal or sensitive information;
• it contains threats, hate speech, sexual content, graphic descriptions of violence or other dangerous material.

If the story can be made safe, the assistant will suggest removing unnecessary details or refocusing it on the underlying problem. An unclear case may be sent for additional review. Content that violates the safety rules is not accepted.

If a message concerns violence, sexual harm, an immediate threat or another dangerous incident, DOGEstonia will not publish it as an ordinary civic story. The person will be directed to an appropriate protected or official channel.

No. You do not need to understand how the city is organised, choose the right department or use official language.

Explain in your own words what happened, what is missing or what you would like to change. DOGEstonia will help clarify the meaning and identify the relevant topic and area.

Start anywhere. You can write a few simple sentences, describe a specific situation or give an example.

The AI assistant will ask follow-up questions and prepare a clear summary. Before submitting it, you can review and correct the summary if the assistant misunderstood you.

No. You do not need to understand AI, blockchain, digital identity or any of the other technologies used inside DOGEstonia.

You only need to describe a real situation and confirm that the system has understood its meaning correctly.

During the test launch, the conversation begins with the DOGEstonia assistant in ChatGPT. It helps you formulate your story and prepare it for submission.

This is an early research version of the product. DOGEstonia will have its own user application in the future.

Your story becomes part of the civic picture of the selected area. The system identifies its topics, location and possible connections with other stories.

When similar observations recur, they may form a shared signal or a visible public issue. If yours is currently the only story of its kind, it is not lost. It becomes the beginning of a new signal that other people may later confirm.

In your personal account, you will be able to see what your story is connected to and how its status changes as the system develops.

Not always. DOGEstonia does not automatically replace a formal application, complaint, police report or another legally required channel.

At the early stage, the system's main purpose is to collect real observations, identify recurring needs and test how they form a meaningful civic picture. Connections to official processes and tracking the actions of responsible organisations will be added as each local node and its partnerships develop.

If your situation requires an official channel, the system should tell you clearly.

No. No platform can honestly guarantee a solution to every problem.

DOGEstonia helps preserve the meaning of your story, connect it with similar observations, show the scale of a need and make further movement more transparent. A real solution depends on authority, resources, evidence and the participation of people and organisations able to act.

Your complete original story is not automatically published as a post.

The public dashboard should display anonymised and aggregated signals: topics, areas, the number of related stories, identified issues and their later status. Personal information and sensitive details should not become part of the public picture.

Before submitting, you should understand what information is stored, what may be used in anonymised form and who may see protected information.

Verification helps confirm that stories come from real people rather than automated bots.

Your phone number should not be displayed publicly or become part of your story. It is used to verify your account, recover access and protect the system from large-scale fake submissions.

No. AI helps ask questions, translate and structure stories, find connections and suggest a possible category or route.

It does not make civic or official decisions. You confirm the meaning of your own story, and responsible human participants must be able to correct an inaccurate classification or route.

Do not confirm an incorrect summary. Correct it or ask the assistant to ask more questions.

The original meaning belongs to you. An AI suggestion should not become the final version without your confirmation. After submission, you should still be able to report an incorrect classification or connection.

Yes. Users should be able to request the deletion of their story and related personal data in accordance with the service rules.

Anonymised public indicators already formed from several stories may be recalculated. If a user voluntarily creates a separate digital participation receipt in the future, its technical history may remain marked as revoked. This does not mean that the complete text of the deleted story is retained.

No. You do not need a wallet to share a story, contribute to a collective signal or use the main functions of a local node.

Future digital participation receipts and portable contribution history are separate, voluntary features. They should not become a compulsory barrier for ordinary users.

No. If there is an immediate threat to life, health or safety, contact the emergency services or another appropriate official channel.

DOGEstonia is designed to identify civic problems, needs, ideas and recurring real-life situations. It is not an emergency response service.
